Vietnam Implements Regulations for Virtual Assistants and AI Applications

Vietnam’s Deputy Minister of Information and Communications (MIC), Nguyen Phu Tien, has said that the government is building and implementing rules and regulations covering artificial intelligence, specifically virtual assistants. According to the minister, the implementation of these regulations will be drastic. The announcement was made at a press conference on April 8 in Hanoi.

Vietnam’s progress in regulating AI

Back in January 2021, the Vietnamese prime minister issued a resolution on the “National Strategy for Research, Development, and Application of Artificial Intelligence until 2030.” Under this mandate, MIC is tasked to suggest and improve the laws and regulations that are crucial to building a framework for better promotion of development, research, and the application of artificial intelligence in the lives of Vietnamese citizens.

The MIC Deputy Minister said that other ministries and government agencies are also rapidly carrying out their obligations in this regard. MIC has proposed for the government to issue a legal directive on sharing digital information among ministries and state agencies and also on their connecting and managing procedures. 

Under the decision of the prime minister’s office, MIC is assigned to design, complete, and augment the rules and documentation specifically related to electronic transaction processes. The deputy minister said that MIC is diligently working hard to make new rules about testing areas for advanced technologies, like that of AI, to ensure they’re safe and effective.

Corporate participation in procedural development with the ministry

Veitnam is already knee-deep in technological advancements, as Viettel IDC published a forecast for the country’s data center market to reach $1.26 billion in the next five years with an annual growth of 10.8 percent. Viettel IDC is the country’s largest data center operator, and Viettel also won the 5G auction held last month. This is only a glimpse of how Veitnam is advancing in the tech field. So regulating the tech becomes more crucial than ever before.

Returning to the primary topic, the MIC official also mentioned that many business organizations have also pledged to work with the ministry to ensure a safe and secure online environment for everyone, including businesses and individuals, and to promote societal wellbeing and development.

He also said that the main reason for building and implementing these regulations, especially those related to virtual assistants, is to prioritize people and businesses. He continued by saying that it is to prevent the misuse of technology, especially artificial intelligence, to protect the rights of everyone involved.
